CommentAmmonia is used as a refrigerant. In 2014 the quantity of ammonia otherwise used did not trigger TRI reporting. In 2015, heat exchanger leaks of ammonia into the cooling water triggered TRI reporting. Ammonia that escapes to the cooling water through heat exchanger tube leaks reacts with cooling water treatment chemicals to form ammonium salts. Fugitive Emissions, FE, monitoring is done yearly to confirm a normal fugitive leak rate. The release quantity reported is the Potential to Emit based on component counts and EPA fugitive emission factors. This is a conservative approach that allows for fugitive losses not captured by FE monitoring.The leaking M-line heat exchanger responsible for most of the ammonia losses was replaced in August of the reporting year. Plans were made to eliminate the low cooling water flow that caused accelerated tube corrosion by redesigning the system for continuous full cooling water flow through the exchanger. The project also includes a replacement of the M-line heat exchanger with one made of more corrosion resistant materials. Implementation of the new design will take place in September 2016.
